This Statement of Environmental Effects has been provided by Lindsey Dey Planning (LDP) on behalf of Mr. Charlie Hoyek (client) and is submitted to Mosman Council (Council) in support of a Development Application (DA) to extend the hours of trading at Manoosh Pizzeria. The premises is unlicenced and has been operating on the site since 2020. The client has confirmed that the site provides an excellent fit for the nature and style of Manoosh Pizzerias, which offers freshly baked to order wraps, Lebanese and traditional style pizzas, sides, salads and desserts. The proposed hours of operation are Sunday to Thursday (inclusive) 7.30am to 10.00pm and Friday, Saturday and Public Holidays 8.00am to 10.30pm. The site is zoned E1 Local Centre under Mosman LEP 2012, and the existing business is permissible under the zoning. The DA is supported by an Acoustic Report prepared by Pulse White Noise Acoustic Pty. Ltd. dated 25 January 2024. The existing takeaway pizza business employs 4 full-time and 6 part-time staff, and there is no parking available on the site for customers or staff. Loading and unloading is done from the street, and these arrangements will remain unchanged. No change to the existing building (exterior or interior) is proposed on the site. The DA aims to enhance the vitality, viability, and amenity of the local centre while minimizing the effect of business uses on the amenity of adjacent residential areas. The Acoustic Report concluded that the extension of hours proposed will have a negligible impact on the surrounds, and the monitored noise levels are within acceptable levels under the relevant legislation.
