This statement of environmental effects has been prepared by David Carey Town Planning & Development on behalf of ArchiLab Architects to accompany a modification application for alterations and additions to the existing dwelling house at 11 Ruby Street Mosman. The application is being lodged pursuant to Clause 4.55(2) of the Environmental Planning and Assessment Act 1979. The modification relates to 8.2017.22.1. The proposal has been designed to achieve the relevant provisions and objectives of Mosman Local Environmental Plan 2012, Mosman Residential Development Control Plan 2012 and Clause 4.15 of the Environmental Planning and Assessment Act 1979 (as amended). The works address the site and its context and will improve the amenity and accessibility of the development compared to the original approval. In terms of design, careful consideration has been given to the layout and appearance of the modification. The works will ensure that the needs of the future residents will be met and that the development is in a scale and character which is compatible and consistent with the existing and adjoining developments.
The proposed development is for the following modifications to Development consent 8.2017.22.1 for alterations and additions to the existing dwelling: deconstruction and rebuilding of the side access stairs using the salvaged sandstone elements, proposed new underground access from garage for a new lift, and adding a lift from garage to ground level. The proposed modification is consistent with the objectives of the Mosman Local Environmental Plan 2012, as it supports the continued provision of low-density housing at the location. The maximum height of the building is 8.5m, and the proposed modification will have no impact on this height. The maximum floor space ratio is 0.5:1, and the proposed FSR is 0.438:1 post-modifications, which complies with this clause. The site is located within the Bradleys Head Road Heritage Conservation Area, and the proposed development will have minimal impact on the heritage conservation area. The underground access and lift will not be visible from the street and will have no negative impact on the heritage qualities of the house.
